Why Can't I Edit a Mass Notification Recipient or Their List Subscriptions?

If a recipient's Edit control is disabled, a list cannot be changed, or an update seems not to take effect, the record may be managed by a different profile or list workflow. Not all recipient data is meant to be edited from the same place.

Who can use these steps?

These checks are for authorized 911Cellular Portal staff who manage mass-notification recipients. Menu labels and available actions depend on role, institution, security-zone access, and configuration.

Start with the recipient and the type of change

  1. Open the Mass Notification System's Recipients or list-management area in your 911Cellular Portal.
  2. Choose the appropriate institution and list, then find the person by email or another permitted identifier.
  3. Determine whether you want to change the contact profile, an administrator-managed private list, or a recipient-managed public list.
  4. Check whether the recipient is claimed or self-managed, and whether an import or integration maintains the record.
  5. Make only authorized changes. Save and reopen the record to confirm what information is effective.

Why might the profile Edit button be disabled?

Some recipients are linked to an existing user account and are treated as claimed or self-managed. The name, email, or phone displayed for such a recipient may come from the linked user's profile rather than the notification-recipient record. The Portal may disable direct profile editing. Ask the recipient to update their information through the supported profile process, or have your administrator confirm the source of truth.

For an unclaimed recipient, authorized staff can generally edit contact information in the recipient editor. If an edit does not appear after saving, verify the correct record and check for a linked profile or managed source before making another change.

Why can't I change a public list here?

Private lists are generally administrator-managed. Public lists are intended for optional recipient preferences or self-subscription. In the recipient's subscription editor, private lists may be editable while public subscriptions appear as read-only context. Recipients normally manage public lists through the organization's notification-preferences flow.

One person can belong to both types. Changing private-list membership does not automatically remove public subscriptions, and changing public preferences does not remove private-list membership.

Why are Upload or bulk actions disabled?

Some actions are unavailable in the All Recipients view or for public lists. Select the appropriate administrator-managed private list before attempting an upload or bulk action. Removing someone from one list does not necessarily delete the underlying recipient record.

What if an import or integration maintains the recipient?

Some organizations maintain recipient data through CSV imports, SFTP, APIs, or another source system. Confirm who owns that source before editing. A later sync may restore the previous value if the upstream data was not corrected.

Troubleshooting checklist

  • Recipient missing: Check the institution, selected list, zone access, and any permitted All or orphaned-recipient view.
  • Edit disabled: Check whether the recipient has claimed their profile and whether your role allows edits.
  • List checkboxes read-only: Check whether these are public notification lists managed through preferences.
  • Bulk upload unavailable: Leave the All Recipients view and select an appropriate private list.
  • Old phone or email still showing: Look for a linked user profile or managed import that supplies the effective data.
  • Person still receives alerts: Review every targeted list and relevant contact-method opt-outs. Membership and opt-outs are separate.
  • Previous alert unchanged: Recipient updates affect future targeting; they do not reverse a completed send.

Before you finish

Confirm the recipient's effective contact data, relevant list memberships, and contact-method status before relying on an update for future notifications. Do not trigger a live emergency alert solely as a diagnostic test without an approved exercise plan.
